NIE Doc Needs an Editor (or a librarian!)

For the life of me I cannot discover how the NIE doc is organized. There's really no taxonomy applied to the thing and it seems to jump back and forth.

What's more the content of the bullets is conceptually at the same level of the key findings paragraphs. In short, someone threw up a whole bunch of items but never organized it into congruent categories.
